How often does this update?
Every three hours, which is how often the sync runs. Nothing here is written by hand: each line is a row in the database with a date on it, so it is never more stale than the data behind it.
What counts as news here?
Two things. Mojang publishing a version, and a piece of server software publishing its first build for a release. The second is the one nobody else tracks, and it is the one that decides when a server can move.
Why are snapshots listed separately?
A snapshot is for testing. Plugins and mods are not expected to work on one, and treating it as a release is how people end up with a broken server, so it is marked as a test build rather than mixed in.
