The Java version on each card comes from Mojang’s metadata for the Minecraft version that pack targets, so it is the same figure the game checks when it starts. The memory figure is an estimate derived from the weight the author gave their own pack, because nothing published tells us how many mods a pack contains. Use it to pick a starting point, then work out what your server actually needs.

How much RAM does a Minecraft modpack need?
It depends on how many mods it loads, and no catalogue publishes that number. What authors do publish is a weight: 1156 of the packs here are tagged lightweight and 246 kitchen-sink. The figures on this page are ranges derived from that tag, so treat them as a starting point rather than a measurement. Giving a server more heap than it needs makes garbage collection pauses longer, not shorter.
Which Java version does a modpack need?
The one its Minecraft version requires, which Mojang publishes per version and the game checks at startup. That figure on this page is a fact rather than an estimate. Mods can raise it but never lower it.
Can I add mods to a modpack?
Usually, if they target the same Minecraft version and the same loader. What breaks packs is adding a mod that duplicates something already in there, or one built for a different loader. The pack's own page lists both.
Is a lightweight pack worse than a big one?
No, it is a different thing. A small focused set starts in seconds, breaks rarely and updates soon after a new Minecraft release. A kitchen-sink pack gives you years of play and asks for a good machine and patience on first launch.
Installing one on a server is a separate job: installing an .mrpack on a server. Or browse every modpack by Minecraft version.
